What is the NPDES PAG-02 General Permit?
This permit, issued by state agencies under the federal Clean Water Act, authorizes the discharge of stormwater from construction activities that disturb one acre or more of land. The PAG-02 General Permit outlines specific requirements for managing stormwater runoff, both during and after construction, to prevent pollutants from entering nearby waterways. Facilities covered under this permit must follow a range of inspection, maintenance, and reporting obligations — even after active construction is complete.

A client with an active NPDES PAG-02 permit had recently installed a new irrigation system. According to the permit conditions, they were now required to conduct weekly soil and erosion inspections to monitor post-construction site conditions. The problem? No one on-site was qualified to perform the necessary inspections.
